What is a HVRAS Inspection and Does Your Heavy Vehicle Need One?
May 08, 2024
Navigating the Road: Understanding HVRAS Inspections for Heavy Vehicles
It is essential that heavy vehicles meet all legal requirements before hitting the road. One vital aspect of this process is the Heavy Vehicle Registration Assessment Scheme (HVRAS) inspection. This inspection is separate from a Certificate of Inspection (COI) that is also required for a heavy vehicle to be roadworthy. Let’s delve into what a HVRAS entails, why it is crucial, and how you can streamline the process to get your vehicle back on the road as soon as possible.
What is HVRAS?
The Heavy Vehicle Registration Assessment Scheme (HVRAS) is an inspection process designed to accredit inspectors to assess and measure motor vehicles and trailers exceeding specific weight thresholds. In Queensland, any trailer over 750 kilograms ATM or heavy vehicle over 4.5 tonnes GVM must undergo an HVRAS inspection before registration. This inspection ensures compliance and includes checking the following:
- Dimensional limits
- Approved load sharing axle systems
- Safe tyre limits (no less than 1.5mm)
- Proper display of vehicle identifiers (VIN, Chassis number)
- TARE weight verification
HVRAS inspections are carried out on the following vehicles:
- Trucks
- Trailers
- Camper Trailers
- Motorhomes
Why is HVRAS Important?
HVRAS inspections are aren’t just for legal compliance, but also for road safety. By verifying that heavy vehicles meet regulatory standards, HVRAS helps to prevent accidents and ensures that trucks, trailers, and other heavy vehicles are fit for the road. Furthermore, it assists in maintaining accurate records of vehicle specifications, promoting transparency and accountability within the transportation industry.
There are 11 different types of inspection sheets depending on the vehicle assessed:
• F2873 Articulated Bus Inspection Sheet
• F2874 Special Purpose Vehicle (exceeding 4.5t GVM) Inspection Sheet
• F2875 Prime Mover Inspection Sheet
• F2876 Rigid Bus Inspection Sheet
• F2905 Rigid Truck Inspection Sheet
• F3123 Pig Trailer Inspection Sheet
• F3128 Semi Trailer/Goose Neck type Trailer (with fifth wheel or ball coupling) Inspection Sheet
• F3148 Trailer Inspection Sheet
• F3154 Heavy Haulage/Low Loader/Dolly Inspection Sheet
• F3646 Converter Dolly Inspection Sheet
• F4550 Motorhome/Campervan inspection
In addition, a Vehicle Details form (F3529) must be included. If you use F2905 instead of F4550 for motorhome/camper, the inspection may not be accepted.
When the examiner completes the inspection sheet, all details must be from the vehicle itself and not from documentation relating to the vehicle or advice from the client.
When Do You Need a HVRAS Inspection?
There are several different situations which will require a HVRAS inspection:
New Registration: All new registrations require an HVRAS inspection.
Unregistered Vehicles: If your vehicle has been unregistered in Queensland for over 90 days.
Interstate Transfers: When transferring a vehicle’s registration to Queensland from another state.
Vehicle Modifications: If your vehicle undergoes modifications affecting dimensional limits, axle systems, tyre limits, or vehicle identifiers.
